American senators are meeting during the weekend for the first time since the government shutdown began more than a month ago, but hopes for a cross-party deal on how to resolve the standoff appeared to diminish as Republican senators floated a proposal unacceptable to Democrats: scrapping the Affordable Care Act, called Obamacare.
Growing Impact of Federal Closure
The impact on Americans from the lengthiest shutdown of the federal government in history worsened on Saturday, as government employees went unpaid, airlines were compelled to ground planes and Supplemental Nutrition Assistance Program benefits have been postponed for 42 million Americans.
President's Proposal from Florida Resort
As weekend meeting got under way, Republican senators embraced a suggestion made on social media early Saturday by Donald Trump from his resort in West Palm Beach, for subsidies to be substituted by health savings accounts.
"I am recommending to Senate Republicans that the Hundreds of Billions of Dollars currently being sent to money sucking Insurance Companies in order to save the bad Healthcare provided by ObamaCare, BE SENT DIRECTLY TO THE PEOPLE SO THAT THEY CAN PURCHASE THEIR OWN, MUCH BETTER, HEALTHCARE," Trump wrote.
Republican Support
Several Republican senators welcomed the plan, which is similar to a replacement for Obamacare proposed in 2017.
"We will replace this broken system with something that is truly better for the patient," one senator stated.
Another senator praised Trump's proposal on online platforms, and stood next to a large print of Trump's post as he addressed on the Senate floor.
"I'm writing the bill right now," a third senator wrote in reply to Trump's suggestion. "We must stop public funds from going to carriers and instead give it directly to Americans in health savings accounts and let them buy the health care they want."
Democratic Response
Opposition lawmakers shared concerned responses to Trump's plan.
"Essentially, Donald Trump's 'concept of a plan' for health care is another calculated attempt to eliminate Obamacare," one Democratic senator commented. "This is the same unsuccessful Republican plan that's been defeated by the public and Congress."
Another senator responded to the censure of insurance companies by writing: "Well, Trump and the Republicans can't stand how the large insurance companies are overcharging Americans. Seriously? In that case I welcome your support for Medicare for All."
Continuing Talks
The Senate went into recess without finding a resolution, but Senate Republican leaders have indicated an willingness to an emerging plan from a small group of moderate Democrats to end the shutdown in exchange for a later vote on the Obamacare subsidies.
One Democratic senator, who is leading the negotiations among moderates, said that Democrats "need another way ahead" after Republicans rejected an proposal to reopen the government and extend the subsidies for a year.
Another leading Democratic lawmaker continued in arguing that Republicans should accept a one-year extension of the payments before discussing the future of the tax credits.
"Doing nothing is irresponsible because citizens will go into debt, people will lose insurance, people will get sicker," the senator stated in a floor speech. "That's what will happen if this Congress fails to act."
Partisan Situation
Not one of the Republican senators seemed to grapple with the fact that consumers would still need to buy coverage from the same insurance companies, or that Republican legislators need the backing of eight Democrats to restart the government, and the idea of repealing and replacing Obamacare with savings accounts is unlikely to earn a single Democratic vote.
Several observers suggested that the essence of such a plan would remove the ACA's mandate that carriers cover patients with pre-existing conditions.
After his resort visit, Trump returned to his residence and doubled down on his demand that Republicans stop seeking agreement and try instead to eliminate and replace Obamacare with a iteration of the plan that was unsuccessful to secure enough support in 2017.
